Registration and Person Number

When you register with the National Registry, via your local tax office, you will be awarded an 11 digit identity number (personnummer/fødselsnummer). A D-number (dummy number) is a registration number for foreign nationals in Norway, who are not registered in the Norwegian Population Register (folkeregister), and therefore have not been assigned a Norwegian personal identification number. The Service Centre for Foreign Workers has been established in Oslo.
This service center can help you with:
Apply for a work or residence permit (first time permits and renewals)
Apply for a tax deduction card and, if necessary, obtain a D-number for this purpose.
Hand in notification of immigration to the Population Register
Obtain information on rights and obligations as an employee in Norway
Obtain information on identity cards for building and construction sites.

Settlement Permits

A settlement permit (a permanent residence permit) confers the right to live and work in Norway permanently. This permit is not time-restricted and therefore does not need to be renewed.
